Water transportation fee approved for Downs PSD

MANNINGTON — Customers of the Downs Public Service District will soon be paying a water transportation fee.

During Monday’s meeting, members of the Mannington City Council discussed the findings of the West Virginia Public Service Commission on the transportation fee for Downs PSD, which will be 80 cents per 1,000 gallons.

City clerk Michele Fluharty said Downs PSD had been Mannington’s resale customer but is now Fairmont’s resale customer.

“(Downs PSD is) going to be using our lines and meters so we’re charging them a transportation fee for the water that travels through our lines,” she said.

During a March meeting, council approved a final reading that called for charging Downs PSD customers a water transportation fee. Before the final approval that day, Downs residents spoke out against the ordinance but were told they had to protest through the PSC.

The PSC conducted studies before deciding to enact a transportation fee.

“We’ve agreed to that 80 cents, Downs has agreed to that and that’s what the PSC came up with,” Fluharty told council. “We just have a short hearing (today) for Fairmont to accept it.”
