Fairmont still eyeing home rule program

City officials concerned about restrictions as pilot project expands

FAIRMONT — Earlier this year, city officials throughout the state had high hopes for the possibility of the extension of a home rule pilot program that has been in place since 2007 and has allowed four West Virginia cities to set up their own system of governing without receiving a charter from the state.

After being the target of several amendments, that piece of legislation, known as SB435, was passed by state lawmakers and signed by Gov. Earl Ray Tomblin.

The amendments, however, have made the bill restrictive.
