Downs PSD water fee is lowered

MANNINGTON — After months of discussing water rates, Mannington City Council has passed an ordinance officially lowering rates for the Downs Public Service District.

During Monday’s meeting, council members unanimously approved the second reading of an ordinance calling for the lowering of the water transportation fee for Downs PSD.

Downs PSD, which used to buy water from Mannington, is now buying its water from Fairmont but uses Mannington’s lines.

During a meeting in March, Downs residents spoke out when Mannington approved an ordinance charging residents a transportation fee. Those residents were told they had to protest the charge through the West Virginia Public Service Commission, and did so shortly after.

After the PSC received the protest and did a rate study, it suggested 80 cents as a transportation fee, and all parties agreed.

“We’ve agreed to that 80 cents, Downs has agreed to that, and that’s what the PSC came up with,” Mannington city clerk Michele Fluharty said.

Fluharty said the rate took effect Aug. 16.
