Frances Starr

Frances “Louise” Starr, 86, peacefully passed away on Friday (Aug. 30, 2013) at her home.

She was born March 30, 1927, the daughter of the late Dale B. and Frances Frey Miller. She was a lifelong resident of the Millersville-Pleasant Valley Communities. Her great-grandfather originally settled in part of the area.

She was a graduate of East Fairmont High School, West Virginia Business College and Fairmont State University, and completed graduate work at West Virginia University and American University. Employed by Monongahela Power Co. for 42 years, her career was as a home economist and later as a residential service representative with the company.

A lifelong, active member of Christ Episcopal Church, she served on the altar guild, ECW and vestry, and as co-chairperson of the Strawberry Festival. She was a member of the Benton’s Ferry CEOS Club, Ladies of the Elks, Morning Gardeners and the FSU Emeritus Club. Membership had also been held in the Major William Haymond Chapter of DAR, the zoning commission of Pleasant Valley, American Home Economics Association, Fairmont General Hospital Volunteer Association, Monongahela Girls Club and American Association of United Women. She was a former recipient of the Volunteer of the Year Award for Marion County and a charter member of the Fairmont chapter of Soroptimist International.

Louise lived life as a lady and Christian, was proud of her Swiss heritage, and generously gave of herself for the happiness and needs of others. She enjoyed being with people and liked animals and birds, especially her cats.

Other interests were flower gardening, cooking, traveling, volunteering and collecting rabbit figurines. She was devoted to her family, enjoyed spending time with them, and her granddaughter was the light of her life.

She is survived by her daughter and son-in-law, Carla and Garry Wood; her granddaughter, Jenna Wood; and cousins, Margaret Irby, John Blagg, and Mary Jean Mollard and their families.

Besides her parents, she was preceded in death by her husband, Clifford Starr; two brothers, Carl Miller and Lewis Franklin Miller; a sister-in-law, Gerry Miller; and several cousins.

Friends may call from 2 p.m. until 8 p.m. Friday at the Ford Funeral Home, Ford Chapel, 201 Columbia St., Fairmont. Funeral services will be held on Saturday at 11 a.m. at Christ Episcopal Church, at Fairmont Avenue and Ninth Street, Fairmont, with the Father John Kevern officiating. Entombment will follow at Grandview Memorial Gardens.

  • Nuke-arms grade stock has been cut by Iran

    Iran has converted three quarters of a nuclear stockpile that it could have turned quickly into weapons-grade uranium into less volatile forms and is well on the way toward transforming the rest, the U.N. atomic agency reported Thursday.
    The development — agreed to by Iran under a nuclear deal it struck late last year with six world powers — leaves Tehran with substantially less of the 20-percent enriched uranium that it would need for a nuclear warhead.
