FAIRMONT — A 31-year-old Fairmont man is accused of taking sexually explicit photos of two juvenile girls and touching them inappropriately July 2 in Monongah, according to a criminal complaint.

Court records show that Robert Allen Bowman of 62 Mt. Harmony Rd., Fairmont, is charged with 13 counts of distribution or exhibition of sexually explicit material involving minors (= 50 images), 13 counts of use of minors in filming sexually explicit conduct prohibited; penalty (filming of minor) and four counts of 1st-degree sexual abuse (forcible compulsion without consent).

He is in North Central Regional Jail in lieu of $500,012 bail.

According to the court papers, a detective with the Marion County Sheriff’s Office was told July 11 about a Samsung Galaxy S7 that allegedly contained explicit video and photos of minors. The Monongah police chief asked for assistance on the case.

The detective then contacted the police chief, and the mobile device was transferred into the custody of the Marion County Sheriff’s Office. Police reportedly seized the phone from Robert A. “Bobby” Bowman, according to the complaint.

On July 12, the detective attended a Child Advocacy Center interview of two juveniles, a nine-year-old girl and a seven-year-old girl, who were allegedly depicted in the images. The nine-year-old said Bowman allegedly “touched” the two girls at a residence. She said Bowman had allegedly come into the living room where she and the other girl were playing doctor with dolls, and allegedly asked if they wanted to play “doctor for real,” the complaint states.

The nine-year-old said Bowman allegedly undressed the other girl and began feeling her genitals, according to the complaint.

The nine-year-old also said Bowman allegedly compelled her to undress, and took pictures of her with his phone without clothes on and allegedly took a photo of the other girl without clothes on, the court papers state.

In addition, the nine-year-old girl said that following the photos, Bowman allegedly compelled her to undress and touched her genitals, the complaint states. The girl further disclosed that she allegedly had been compelled to take videos of herself naked in the bathroom of the residence, according to the court papers.

The complaint states that the detective obtained a search warrant for the mobile device July 15 and forensically removed the photos from the device.

In the photo gallery of the device, police found three videos that allegedly depicted the nine-year-old performing sexually explicit acts, the complaint states. Ten photos allegedly contained sexually explicit photos of minors.

The photos are allegedly able to be identified as the nine-year-old, the complaint states. Three photos allegedly depict sexual abuse, the complaint states.

“These photos do originate from the mobile device, and were created by the camera of the mobile device according to the date collected in the forensic extraction,” the complaint states.

Police used Bowman’s DMV photo to verify his identity.
